Introduction
Since the September 11 terrorist attacks, national security issues have tested the bounds of sovereignty and the rule of law. The war against terrorism has ushered in a new set of security concerns, ranging from failed states to religious extremism, insurgencies, weapons of mass destruction, etc. The changing nature of warfare has given rise to novel paradigms for engaging these security challenges. As these events unfold, the Global Governance Watch project seeks to monitor the interplay between international organizations and the maintenance of national security.
